3com 3cxem556b won't shut down eth0

when shutting down or restarting, eth0 never gets shut down. it just sits there saying it is shutting it down. i'm using redhat 6.1, with whatever pcmcia version comes with (i didn't see any pcmcia RPMs or anything related to give me a version)
