Hmm, it turns out there is a problem with this card under high load and/or with particular data patterns.
When I download a large file it gets part-way through then stops - usually at around the same place. For example, ftp'ing kernel-2.2.14-5.0.src.rpm from another (local) server stops at around 600K. It's the same ftping from a different local server, but with a 3com 10baseT card in the laptop it downloads just fine.
I've tried cranking up all the slowdown options: mem_speed=1000, delay_output=1, delay_time=1000, use_shmem=0 but to no avail. 'ifconfig eth0' reports a large number of RX frame errors (150-300 at a time) I know NE2K cards are of a dubious design - but I'd need to prod deeper to try and find out what is happening.
