If you have your network settings in /etc/pcmcia/network.opts, then
you can just add:

  start_fn () { ifconfig $1 hw ether ff:ff:ff:ff:ff:ff }

to your settings in that file.

If you are using Red Hat's netconf tool to configure your network,
then I don't think they provide any interface for doing this.
