I can't tell if this is a kernel version problem, or a PCMCIA version
problem.

The best thing would be for you to first, with the 2.2.12 kernel,
determine what PCMCIA driver update causes the problem to appear.  You
can try each release from 3.1.8 to 3.1.14.
