Sad: Can't get RayLink cards to connect

I have 2 raylink cards that I can't seem to make connect. Both claim that they are starting a network. I cranked up debug to level 5 and as far as I can tell the configurations are identical. They are in the same room about 20ft apart. The card reports the noise level as 53 and 54. Any ideas? For what its worth I can't get them to connect under windows 98 or windows 95 either.
