Sounds to me like you're trying to use a non-PCMCIA driver for your
card.  The tulip.o driver only supports PCI bus cards.

Do you hear beeps when you insert your Xircom card?

See the PCMCIA-HOWTO section describing your Linux distribution.  If
you are using Red Hat, when you run netconf, you should NOT pick a
name of a kernel module for your card: you should leave that field
blank.
