I was suffering from "xirc2ps_cs: no ports available" but it turns out it was setserial's fault, not PCMCIA. You can disable setserial (chmod a-x /etc/init.d/setserial) to fix the problem, at least on a Debian system. See Bug#39635, at http://www.chiark.greenend.org.uk/debian/Bugs/db/39/39635.html
